The meter pointer moves proportionally with the rate of pulses.An internal circuit compares reading to alarm set point from knob just below. For accuracy it is important that the pipe diameter and insertion of paddle wheel be a calibrated pair. Working principle uses rotating magnets on the tip of four paddles placed edge liquid flow.
